Subject: [CAP] Open letter to all members and interested parties from Connie Fogal, new leader:

Dear colleagues and friends:

The Canadian Action Party members decided at the March 2004 convention to make every effort to run at least 50 candidates in the coming federal election. The membership was disappointed by the failure of other small parties with similar goals to ours to coalesce in one big party in order to save our country and our sovereignty. Accordingly, our members believed there was no political home for them if CAP did not run candidates.

The significance of our political presence to date cannot be underestimated respecting the issues we force out onto the table. The Supreme Court of Canada in Figueroa vs. Canada (Attorney General), Neutral Citation: 2003 SCC 37 highlighted the importance of our existence (i.e., all small parties).It said in the headnote:

"The ability of a party to make a valuable contribution is not dependent upon its capacity to offer the electorate a genuine 'government option'. Political parties... act as a vehicle for the participation of individual citizens in the political life of the country marginal or regional parties tend to raise issues not adopted by national parties. Political parties provide individual citizens with an opportunity to express an opinion on the policy and functioning of government. EACH VOTE IN SUPPORT OF A PARTY INCREASES THE LIKELIHOOD THAT ITS PLATFORM WILL BE TAKEN INTO ACCOUNT BY THOSE WHO IMPLEMENT POLICY, AND VOTES FOR PARTIES WITH FEWER THAN 50 CANDIDATES ARE AN INTEGRAL COMPONENT OF A VITAL AND DYNAMIC DEMOCRACY." ( MY EMPHASIS).

The immediate challenge to us is how to participate in the election in the face of very limited resources. Each person who comes forward as a CAP candidate will be doing so out of a deep sense of duty and responsibility to each other and especially to our children- their entitlement to a sovereign future. Much individual effort and initiative will be required. We will be solid in position on the significant issues.

The deep commitment and understanding in our members is inspiring. No leader can be of any democratic effect without that kind of a base.

The role thrust upon me at this time is meaningless without the continued dedication of our members, not to the leader, but to the principles and issues we espouse.
